Bureau Background and Establishment

The Mines, Energy and Petroleum Bureau is an executive organ of the Somali Regional State Government. The Bureau was formally established under Proclamation No. 185/2011, issued in Nehase 2011 E.C., as part of the restructuring of the Regional State’s executive offices.

The restructuring was undertaken to establish an institutional framework capable of responding to the actual needs of the people, supporting good governance, and advancing the development objectives of the Somali Regional State. Under Proclamation No. 185/2011, the institution was officially listed as the Petroleum, Mining and Energy Bureau.

The Bureau’s institutional structure and mandate were subsequently revised through Proclamation No. 209/2014, which amended Proclamation No. 185/2011 and continued the legal development of the institution.

Objectives of Establishment

The Bureau was established to provide strategic direction, strengthen institutional performance, and support sustainable development across the mining, energy and petroleum sectors.

Legal Establishment

Proclamation No. 185/2011

The Bureau was formally established as an executive organ of the Somali Regional State and was officially listed as the Petroleum, Mining and Energy Bureau.

2014 E.C.
Institutional Amendment

Proclamation No. 209/2014

The Bureau’s institutional structure and mandate were revised through an amendment to Proclamation No. 185/2011.

Current Institutional Identity

The institution was officially recognized as the Mines, Energy and Petroleum Bureau, with expanded responsibilities relating to petroleum resources and sector regulation.
